Dvoper ltd Participated at the 2nd HUSZPO regional conference on environmental impact assessment in Novi Vinodolski

 

Dvoper ltd. participated in this year’s HUSZPO regional conference on environmental impact assessment (http://www.huszpo-konferencija.com/zbornik-radova-regionalna-konferencija-o-procjeni-utjecaja-na-okolis/), held in Novi Vinodolski, Republic of Croatia from 16th to 19th September 2015. At this conference Dvoper presented to the audience its Paper Problem of borrow pits and material deposit areas during the construction of highways: A case study for Serbia, which was also made available as a poster presentation. The paper presented the experience in this issue acquired by Dvoper ltd. during the implementation of the Project for the construction of highways E75 and E80 of Corridor X where Dvoper is engaged for more than 4 years as a part of Technical assistance to Koridori Srbije for the environmental protection segment. Dvoper is participating in the Project with the French company Egis.

Due to its current relevance, with similar Projects being undertaken in the region, the paper draw significant attention of the attendees which resulted in an interesting discussion and conversation on the given subject, followed by the mutual exchange of experiences from the environmental protection practice on road infrastructure construction projects.

Contract is signed with the Company Titan cement factory Kosjerić ltd. for extending the IPPC permit

Dvoper ltd. signed a contract with the Company Titan cement factory Kosjerić ltd. on providing consulting services in the process of extending validity of the IPPC permit. It was by contract provided to, besides providing the consulting services during negotiations and harmonization with the competent authority, draft and amend the Request for issuing the IPPC permit, change and amend of the documentation attached with the request, and includes:

  • Accident Protection Plan,
  • Review of the Monitoring Plan,
  • Review of the Waste Management Plan,
  • Review of the plan of measures for efficient use of energy,
  • Review the plan of measures for environmental protection after the cessation of operation and closure of the plant.

 

The cooperation with the company Egis international is continued for providing Technical Support to Koridory Srbije in the environmental protection, Health and Safety affairs

Corridor X – the cooperation with French company Egis International is being continued within the Project of providing complete Technical Assistance to Koridori Srbije for the construction of highways E75 (Grabovnica – Levosoje, 74 km) and E80 (Niš – Border crossing with Bulgaria, 86,9 km) on Corridor X. During the realization of the Project, employees from Dvoper ltd are engaged in the segment regarding the environmental protection and occupational health and safety. Site visiting and cooperation with the Supervision continues on monthly basis.

Drafting of the Environmental Protection Programme for the City of Niš with the Action Plan for the period from 2017 to 2027.

In cooperation with MD Projekt Institut from Niš, the company Dvoper ltd drafted the Environmental Protection Programme for the City of Niš with the Action Plan for the period from 2017 to 2027.

On 10th of March 2017 in the City Administration building of the city of Niš, a public debate was held regarding the adoption of Environmental Protection Programme for the City of Niš for the period from 2017 to 2027. The document represents a strategic framework for action in the area of environmental management, protection and improvement in the coming period. Needs were identified, goals and necessary activities were defined, and then certain priorities were set that will gradually, through regular annual programs, be realized. The funding for realizing the provided activities will be secured from various funds, most notably through the financial lines of European Union.

The Programme was drafted in accordance with the National Environmental Protection Programme.

Dvoper representatives are participating in the Project “Mercury Initial Assessment in the Republic of Serbia”

Dvoper ltd. representatives are engaged as experts for the Project “Mercury Initial Assessment in the Republic of Serbia”, which is being implemented by the Ministry of Environmental Protection with the technical assistance of United Nations Development Programme (UNDP), along with the financial support of Global Environment Fund (GEF) and with the expert support of the National Expert team.

The National Inventory for Mercury Emissions for the Republic of Serbia will be drafted within the Project, as well as the Final Capacity Assessment Report for implementing the Minamata Mercury convention.

Namely, Minamata Mercury Convention is the international agreement reached in 2013 at the international conference in Japan. The goal of this agreement is reducing the supplying and trading of mercury, and phase exclusion or phase reduction of certain products and processes where mercury is used, as well as controlling the mercury emissions and its discharging.

The Republic of Serbia signed the Minamata Convention on Mercury in the year 2014.

Drafting of the Environmental Protection Study and the complete documentation for obtaining the IPPC Permit for Zaječar brewery (Heineken Serbia)

With the goal for obtaining the IPPC Permit for the operation of Zaječar brewery, the company Dvoper ltd drafted the complete, by the law defined, documentation and the Request for issuing the IPPC permit.

Within the contracted activities, the experts from Dvoper also drafted the Request for decision making on the scope and content and the Environmental Protection Study for the Design of the construction of the facility for the disposition of fermenters (6×4000 hl) within the “Heineken Srbija” ltd. brewery complex in Zaječar.

Drafting the Request for decision making on the need for environmental impact assessment for the Project of Geological Explorations of Cu, Au and the accompanying mineralization for the area Brestovac-Metovica at Čukaru Peki location, municipality of Bor

Dvoper ltd. drafted the Request for decision making on the need for environmental impact assessment for the Project of Geological Explorations of Cu, Au and the accompanying mineralization for the area Brestovac-Metovica at Čukaru Peki location, municipality of Bor with the aim to evaluate all relevant parameters and indicators of the potential impact by analyzing the data for the location and the immediate surroundings, technology of the operation process and the planned capacities, as well as assessing potential impacts, their scope and magnitude, character, recurrence probability, possible accidents and possible consequences to the environment and people’s health. Based on the evaluation of the data and assessment of possible impacts, a Decision will be made on the need for impact assessment and for drafting the Environmental Impact Assessment for the Project.

Contract signing with Rakita Exploration ltd. company on providing consulting sevices

Dvoper ltd. was engaged by Rakita Exploration ltd. as a special consultant for providing consulting services in the field of following activities for realization of The Mining Project for exploration works on solid mineral raw materials in hydrothermal Cu-Au system on Čukaru Peki location near Bor, in accordance with the Law on Mining and Geological Explorations, Law on Environmental Protection, Water Law, Law on Environmental Impact Assessment and other bylaws.

Within the agreed activities, Dvoper ltd. will, during the coming period, in Investor’s name, also work on obtaining the necessary Opinions, Conditions, Compliances and Permits from the competent institutions, and will also follow the dynamic of realization of the activities regarding various documents and studies in the field of environmental protection and environmental impact assessment, but will also be engaged, optionally, to draft some of the listed documents.

Drafting of the Action Plan for reaching the limit values of pollutants emissions in waters for the Frozen Food Industry Frikom ltd. from Belgrade

For the needs of fulfilling the requests defined by the newly adopted Regulation on changes and amendments to the Regulation on emission limit values of pollutants in waters and deadlines for their achievement (“Off. Gazette RS”, No. 67/11, 48/12 i 01/2016), the company Frikom ltd, employed the company Dvoper ltd to draft the Action Plan for reaching the limit values of pollutants emissions in the water.

Namely, in accordance with the requests of the new Regulation and Law on Environmental Protection, every legal entity or entrepreneur which has a waste water treatment plant and/or discharges its waters into the recipient or in the public sewer, is obliged to conform its emissions with the limit values for pollutants emissions in waters, defined by the regulation, at latest until 31st of December 2025. The regulation also provides that every legal entity or entrepreneur, which has a treatment plant which discharges its waters into the recipient or public sewer is obliged to draft and adopt the Action Plan for reaching the limit values of pollutants emissions in waters which will determine the deadlines for gradual reaching of provided limit values, and which will define future actions. A legal entity or an entrepreneur, is obliged to submit a report on the implementation of the Action Plan to ministries responsible for environmental protection and water management, every two years from the date of adoption of the Action Plan.

Submitted the Requests for Approval of Environmental Impact Assessment Studies for Projects: New Landfill with Accompanying Facilities at the Vinča Site and Construction of the Municipal Utility Waste and Landfill Gas Plant “Vinča”

Dvoper ltd has prepared Environmental Impact Assessment Studies for the New Landfill Project with accompanying facilities at the Vinča site and the construction of the municipal waste and landfill gas plant Vinča, which were submitted to the Ministry of Environmental Protection for approval.

Public consultation and presentation of the the Studies attended by representatives of the City of Belgrade, the Ministry of Environmental Protection, the Municipality of Grocka, the investor Beo Clean Energy Ltd and other stakeholders was held on 23rd of July.

The consultation was held with the active participation of the public, whose questions, which were mostly related to the applied technology in the plant for energy utilization of waste, were answered by representatives of the companies Beo clean energy Ltd and Dvoper Ltd.
